Jen Burcham, Communications Manager

Jennifer has managed communication activities for OCE for the past four years with a focus on media relations and community outreach. She has worked as a journalist and freelance writer for more than 15 years. Recently, she co-authored a novel called “In the Grip of Glory” to be published soon. She received undergraduate training in journalism at Liberty University.
Mike Costa, Staff Attorney

Mike focuses on regulatory agency and corporate compliance with the Clean Air Act for OCE. He has been a law clerk with some of the nation's most prominent environmental organizations, including EarthJustice Legal Defense Fund, Sierra Club's Coastal Program, and the Environmental Law & Justice Clinic at Golden Gate University School of Law. At the Clinic, Mike worked with professors and legal counsel, representing environmental organizations and community groups in low-income and minority communities. He also participated in the National Environmental Law Moot Court competition as a member of the Law School team. He received his J.D., with distinction from Golden Gate University, with a Specialization Certificate in Environmental Law and a B.A. in political science with honors from California State University, Chico, California. Mike is admitted to the State Bar of California.
Tiffany Schauer, Founder & Executive Director

Tiffany founded OCE in 1998 after more than ten years experience in environmental justice and litigation, specializing in clean air issues. In addition to her private sector attorney experience with Brobeck, Phleger & Harrison, which represented industry in environmental litigation, she was appointed to the Hearing Board of the Bay Area Air Quality Management District (BAAQMD). Prior to her work in the Bay Area, Tiffany worked at the Federal Environmental Protection Agency in Washington, DC in a variety of key roles. She earned her J.D. from Catholic University in Washington, DC. and her B.A. from San Diego State University. Tiffany is admitted to the State Bars of California, Pennsylvania and the District of Columbia.

Vince Hoenigman, President of the Board
Vince is the founder of Citymark Development, a real estate development company that builds urban-infill developments in Southern California. Prior to Citymark, Vince co-founded IBIS Consulting, a San Francisco-based information technology consulting firm that merged with Proxicom Inc., a leading Internet consulting firm. In addition to his board service to OCE, he is an active board member of National Parks Conservation Association, the San Francisco Planning and Urban Research Association, Larkin Street Youth Services and Team Prime Time. He is also a member of the California Advisory Committee of the Rails to Trails Conservancy. He holds a Masters in Urban Planning from the University of Michigan and a B.S. in electrical engineering from UCLA.
Amanda Hoenigman, Secretary of the Board
Amanda has over nine years experience as a litigator. She currently serves as the chair for the San Francisco Bar Association’s Real Estate and Environmental Law Committee. Amanda is an active board member of the William Kent Society and the Hoenigman Family Foundation, and is on the advisory committee for the San Francisco Child Abuse Prevention Society. She also provides legal assistance to the Homeless Advocacy Project. She holds a B.A. in English literature from UCLA, and a J.D. from McGeorge School of Law. She also attended the Salzberg Institute of International Legal Studies.
Scott McDonald, Treasurer of the Board
Scott is a San Francisco-based management consultant specializing in start-up organizations and small non-profits. Prior to 2001, Scott led the Energy Services Practice for Proxicom, a leading Internet consulting firm. Scott was also the founder of IBIS Consulting, an information technology consulting firm that merged with Proxicom in 1998. His experience includes a deep understanding of start up ventures, vertical markets such as Energy and Finance and information technology. Scott started his career at the Bank of Boston as a commercial loan officer in the area of acquisition finance. Currently he is active in several philanthropic initiatives including serving as President of Courtney's Foundation, a San Francisco-based foundation that focuses on funding unique approaches to solving environmental and human rights issues around the world. He has a M.S. in Information Systems and a B.S. in Information Systems.

Brian Shepard, CPA
Brian is a financial consultant at Smith Barney Citigroup. Previously a Senior Director with eTranslate in their London Office, he was responsible for European client relationships, including general electric and Philips B.V. Brian has extensive experience in e-commerce, investment management and business start-ups. In addition to establishing a food services company, European Food Ventures, in Barcelona, Spain, Brian worked with the Boston Company and Mellon Bank as an investment manager. Brian has a B.S. in Economics from the University of Arizona. He is a Chartered Financial Analyst and a member of the Association of Investment Management Research.

Amy S. Cohen, Esq.
Amy is an Equal Justice Works Fellow at the Environmental Law and Justice Clinic at Golden Gate University School of Law, where she works on the Clean Air Accountability Project and other environmental law and justice-related cases.
Helen Kang, Esq.
Helen
is the Director of the Clean Air Accountability Project at Golden Gate University's Environmental Law & Justice Clinic. From 1990 - 1997, she was a distinguished Trial Attorney for Environmental Enforcement Section of the U.S. Department of Justice, representing the EPA and other federal agencies in litigation against corporate polluters.
Ken Kloc, Ph. D.
Ken
is an Environmental Scientist with the Environmental Law and Justice Clinic at the Golden Gate University Law School. As part of the Clinic's Clean Air Accountability Project, he is responsible for performing air pollution modeling, regulatory analysis, and health risk evaluation.
Alan Ramo, Esq.
Alan
is the Co-Director of the Environmental Law and Justice Clinic and Director of the Graduate Environmental Law Program at Golden Gate University School of Law. Prior to teaching at Golden Gate University, he served as the Legal Director and later General Counsel for Communities for a Better Environment.
Chris Sproul, Esq.
Chris
is counsel with Environmental Advocates, a firm that specializes in public interest environmental law. He served as an Assistant Regional Counsel for the U.S. Environmental Protection Agency from 1987 to 2002. At the EPA, Chris concentrated primarily on enforcement actions, particularly under the Clean Water Act, but also under the Safe Drinking Water Act, Clean Air Act, and Resource Conservation and Recovery Act. He holds a J.D. from the University of California, Berkeley and an M.A. and B.A. in political science from the University of California, Santa Barbara. Chris is a member of the California Bar and has been admitted to the federal district court in Hawaii.
